Constitution: A Framework for Balanced Governance
This is the Constitution of a political party which shall be known as “The Balance Party” (abbreviated as TBP).
The Party is commonly referred to as “The Balance Party”.
Its purpose is to sustain and promote within the Nation the objects and values of the Balance Party.
This draft Constitution is structured to meet Electoral Commission standards, ensure legal compliance under PPERA 2000, and reflect the ethos, values, and operational principles of The Balance Party. It is suitable for submission, internal use, and guiding governance.

This constitution lays out the core regulatory, administrative, and strategic framework for a vital shift toward governance rooted in moral—just— and harmonious balance.
At its core, TBP's philosophy is balance — a disciplined integration of practical policies with principled conviction, bridging immediate needs with lasting societal well-being. Anchored in evidence and reality, TBP is committed to restoring integrity, unity, and a genuine shared vision in British political life.
The Balance Party is not a political faction; it is a global cooperative movement and a forum for convergence. We invite every professional and citizen to engage with this movement to build a better future.
The articles below formally constitute the Balance Party and define its operation.
Article 1: Identity, Name, and Symbolic Representation
Official Name: The Balance Party (TBP).
Ballot Description: “Unity in Truth:
Balancing Liberty, Justice and Sustainability.”
1.1 Emblems
Primary: The Balanced Scales — symbolizing impartiality, equality before the law, and fair weighing of interests.
Secondary: Truth — representing dedication to verifiable evidence and reasoned analysis.
These emblems express the Party's commitment to transparency and fairness.
Article 2: The Four Pillars of Core Philosophy: The Party is guided by four integrated principles:
2.1 Coherent and Ordered Reality — recognizing society, economy, and nature as an interconnected system.
2.2 Proactive Engagement — championing constructive change while avoiding passivity or impulsivity.
2.3 Human Potential and Ethical Responsibility — fostering lifelong learning, individual accountability, and mutual reinforcement of personal growth and institutional duty.
2.4 Non-Violence and the Defense of Justice — prioritizing diplomacy and peaceful resolution, balanced by resolute protection of the vulnerable.
These pillars form the ethical baseline for all Party activities.
Article 3: Aims, Objectives, and Strategic Plan
3.1 Immediate Aims (0–2 Years) Fulfil statutory requirements for Electoral Commission registration and establish compliant governance.
3.2 Medium-Term Aims (2–5 Years) Launch platforms like the Global Harmony Forum and advocate for criminal justice reforms.
3.3 Long-Term Aims (5–10 Years) Contest general and local elections and implement policies for ecological and national stability.
Article 4: Foundational Standards for Policy and Governance: All Party platforms must adhere to five foundational standards to ensure policy coherence and alignment with established legal frameworks.
4.1 Unity Across Communities: Policies must strengthen social cohesion by fostering mutual respect across all cultural and faith identities.
4.2 Education for Life: Reforming educational systems to prioritize critical thinking, emotional intelligence, and civic duty.
4.3 Responsible Global Citizenship: Defining the UK’s role through adherence to international law and humanitarian leadership.
4.4 Good Governance: Enforcing the highest standards of transparency and accountability in all public institutions.
4.5 Sustainable Prosperity: Utilizing "Green Social Balance" to integrate innovation with longterm environmental stewardship.
The Party explicitly upholds and aligns with the Human Rights Act 1998, the Equality Act 2010, the Climate Change Act 2008, and the Political Parties, Elections and Referendums Act 2000
(PPERA). This compliance demonstrates the Party’s legal readiness for the complexities of modern governance.
Article 5: Organizational Structure and Decision-Making Bodies
5.1 Internal Democracy the Party operates on a One-Member-One-Vote (OMOV) system for key decisions, including leadership elections, policy approvals, and constitutional amendments.
5.2 Executive Committee the Executive Committee (the "Executive") manages day-to-day operations and implements decisions. It comprises:
Leader & Nominating Officer: Dr. Shantanu Panigrahi (responsible for candidate authorizations and emblem protection).
Treasurer: Dr. Shantanu Panigrahi (responsible for financial compliance, donation permissibility, and statutory returns).
Campaign Manager: Femi Ogundele
(responsible for electoral strategy, communications, and compliance operations).
International Relations & Cooperation Advisor: Abhishek Prasad. The position acts as a mechanism to future-proof governance, incorporating AI ethics and technology stewardship into the party’s policy framework to advance responsible international innovation and uphold cultural resilience globally.
Additional officers (e.g., Membership Secretary, Communications Officer) may be appointed by the Executive as needed.
5.3 Officer Roles and Terms
All officers serve for a term of 3 years, renewable by OMOV election or Executive appointment (where permitted).
Officers must be registered members for at least 12 months, demonstrate good standing, and comply with PPERA requirements (e.g., no disqualifying convictions).
Eligibility: UK and international residents aged 16+ (full voting rights from 18), Party members in good standing, committed to the Party's principles.
Replacement: If an officer resigns, is removed, or becomes ineligible, the Executive must appoint a replacement within 14 days (or hold an OMOV election if required for statutory roles). The Leader may act as an interim for urgent matters.
5.4 Decision-Making Processes
Routine decisions: Made by the Executive by simple majority, recorded in minutes.
Major decisions (e.g., policy adoption, candidate selection): Require Executive recommendation followed by OMOV vote of members (via electronic or in-person ballot).
Meetings: The Executive meets at least quarterly (virtual or in-person). Notice of at least 7 days required. Quorum: 50% of officers. Minutes recorded and available to members on request.
Annual General Meeting (AGM): Held yearly for members to receive reports, elect/appoint officers (where applicable), and vote on major issues. Notice: 28 days. Quorum: 10% of members or 20 (whichever is lower).
5.5 Candidate Selection Process Candidates are selected meritocratically based on character, competence, and alignment with Party principles.
Process: Applications reviewed by a Candidate Selection Panel (appointed by the Executive, including at least one independent member). Shortlisting followed by OMOV vote of members in the relevant constituency/region (or Executive decision for initial stages).
Compliance: All selections adhere to PPERA and Equality Act requirements.
Article 6: Membership Framework and Ethical Conduct
Eligibility: UK and international residents aged 16+
Fee: £10 annually (hardship waivers available).
Rights: Vote in OMOV ballots, attend meetings, and stand for office (subject to eligibility).
Code of Conduct: Integrity, compliance with law/Party decisions, zero tolerance for harassment/discrimination.
Disciplinary: Handled by Executive; appeals to Independent Appeals Panel (3 members appointed by Executive, including nonofficers).
Article 7: Financial Probity the Party adheres to
PPERA financial requirements, including permissibility checks and annual reporting. The Treasurer oversees compliance.
Article 8: Amendments, Dissolution, and Closure
8.1 Amendments: Amendments require a twothirds majority of votes cast by registered members in an OMOV ballot (conducted electronically or at a National Conference/AGM with at least 28 days' notice). Proposals may be submitted by the Executive or 10% of members.
8.2 Dissolution requires a three-quarters majority of all registered members in an OMOV ballot (similar process).
8.3 Asset Transfer On dissolution, after settling liabilities, remaining assets transfer to a registered non-partisan charity with aligned objectives (per PPERA).
